I don't know if Fabian Summers have trouble downlading files from the uploader. This is a Sound Test Function for Rockman 4MI.
Try it.
Also, I have tried to use the NSF format but Rockman 4MI uses the MMC5 Chip so it's not compatable.

I assume that someone actually coded the 4MI sound test. Some decent work they made. It would be dangerous if someone wanted to use Rockman 4MI music as a base if used with a hex editor.

I'm 100% won't use it in my hack. But in other hand I love listening to Fire Emblem and others.

I forgot to tell everyone that the IPS patch works with the MMC5 version of Rockman 4MI. So in order to activate it, you must first apply Rockman 4 MI first before the IPS.
