This editor supports Rockman 2 currently, not sure about Mega Man II. I recommend trying this one.

Rock5easily did a good job building this one. Better than Visine. This editor can now edit scrolls, palettes, and TSA edits. I can see why we always beaten by the best Rockman 2 hackers out there.
